About Us

The Agency is an independent, non-profit institution with public authority within the scope and competences laid down by the laws governing media and electronic media, and by the Act on the Implementation of the Regulation establishing a common framework for media services in the internal market and amending Directive 2010/13/EU (European Media Freedom Act).

Under these laws, the Agency is the competent regulatory authority for audio and audiovisual media services (radio, television, on-demand services), electronic publications, video-sharing platforms and newspaper publishers in the Republic of Croatia. Among other things, it monitors media content, ensuring compliance with legal and programming obligations, the protection of minors and consumers, and the fulfilment of quotas for own, local, news and European programming, as well as quotas for independent producers. It issues public calls and decides on the award of concessions and authorisations for media services. Fines and other administrative acts issued by the Agency cannot be appealed, but they can be challenged in an administrative dispute before an administrative court. The Agency is financed directly by the industry it regulates, through 0.5% of the total annual gross revenue earned in the previous year by providers of all media services defined by law, electronic publications and newspaper publishers.

The Agency was founded by the Republic of Croatia and is accountable to the Croatian Parliament. The Agency’s bodies are the Council for Media and the Director of the Agency. The Council for Media manages the Agency and performs the tasks of the regulatory authority for media in the Republic of Croatia. The Director manages the work of the professional service, which carries out the tasks entrusted to the Agency by law, as well as professional, administrative and technical tasks.
