International Relations

In its day-to-day work, the Agency actively cooperates with media regulators from other countries, regulatory associations and other international organisations. The Agency is a member of the European Board for Media Services, an advisory body to the European Commission, and of the European Platform of Regulatory Authorities (EPRA), which brings together European national regulators. The Agency is also an active member of the Mediterranean Network of Regulatory Authorities, and in 2024 it was among the founders of the UNESCO Global Forum of Networks. The Agency also takes part in the work of other international associations and of working groups of UNESCO, the Council of Europe and the European Audiovisual Observatory.

EUROPEAN BOARD FOR MEDIA SERVICES (EBMS)

European Board for Media Services (EBMS), or the Media Board, is an independent advisory body to the European Commission, established in February 2025 under the European Media Freedom Act (EMFA). The Media Board succeeds the European Regulators Group for Audiovisual Media Services (ERGA), which operated from 2014. It is composed of representatives of national regulatory authorities and its task is to promote more coherent and effective media regulation across the European Union.

The main objective of the Media Board is the consistent application of EU media law, in particular the EMFA and the Audiovisual Media Services Directive (AVMSD). The Board’s remit covers all media sectors, including audiovisual media, the press, radio, vloggers and online platforms, reflecting the changing nature of the media landscape. The Media Board provides the European Commission with independent, professional and evidence-based advice, encourages the exchange of best practices among national regulators, strengthens cooperation mechanisms between regulators to enable more effective handling of cross-border issues, and plays a central role in safeguarding media freedom and pluralism in the EU media sector.

EUROPEAN PLATFORM OF REGULATORY AUTHORITIES (EPRA)

European Platform of Regulatory Authorities (EPRA) is the oldest and largest network of media regulators and serves as a forum for the exchange of information, cases and best practices between media regulators in Europe. EPRA has 56 member regulatory authorities from 47 European countries, while the European Commission, the Council of Europe, the European Audiovisual Observatory and the Office of the OSCE Representative on Freedom of the Media are permanent observers. EPRA is informal in nature, in order to encourage a frank and open exchange of views on issues relating to the application of media regulation. Its statutes explicitly prohibit the adoption of common positions or declarations.

MEDITERRANEAN NETWORK OF REGULATORY AUTHORITIES (MNRA)

Mediterranean Network of Regulatory Authorities (MNRA) was founded in 1997 to strengthen the historical and cultural ties between Mediterranean countries and to give independent regulatory authorities from the Mediterranean region an opportunity to exchange information and research on topics related to the regulation of audiovisual content. The Network has 27 members, representing regulatory authorities from 24 countries and territories of the Mediterranean basin.
